,,Ae Meeting Between J. Seeders, L. Tapella, and J. Gieseker on 8/23/84 a follow up meeting to the 8/22/84 seating with John Seeders was conducted. In attendance were John Seeders, L. J. Tapella, and J. W.

Gieseker.

I opened the meeting stating to Mr. Seeders that I had discussed his concerns with Mr. D. L. Shamblin, Project site Superintendent, and that I I

would like to review the steps that Commonwealth Edison felt were being taken to address this situation. I assured Mr. Seeders that L. K. Comstock Management and commonwealth Edison Management were aware of the deteriorating moral in the QC area. I indicated to Mr. Seeders that one of the first things that project Construction had done was to add people to the Project construction Department. Specifically, L. J. Tapella had transfered from the t

project Licensing Group approximately one week ago, and I had joined the l

project Construction Department approximately two weeks ago. The specific areas that I would be working in were quality control and NRC comunitments.

Ceco Management has held discu:ssions with the LKC Corporate QA Manager, and that one of the items covered was the review and approval of the Inspector training procedure. The agreement between Comstock Management and Ceco Management on the use and implementation of the inspector qualification procedure should alleviate some of the problems in Inspector ceritification/recertification which we feel is a portion of the moral problem. I discussed with Mr. Seeders that from Ceco's viewpoint it seems to be a stressful period of the project and this has impacted considerably on the moral of LKC QC department. There are several reasons for the increased stress, one of which was a fire which, earlier in the spring destroyed the QC office and also made it necessary to physically split the QC organization until the office was repaired. In this same time period, the LKC training coordinator, which had been specifically hired to alleviate some of the training concerns, was disabled in an auto accident and had to leave the site. These items, combined with the reinspection programs currently in progress, has lead to a lot of pressure being placed on the LKC organization in general. I indicated to Mr. seeders that since he was a part of the QC organization he was obviously being affected by this stressful situation also. I also stated to Mr. seeders that Mr. 5hamblin and myself felt that Mr.

DeWald, the QC Manager for Comstock, was competent and had condifence in him to get the organization through this situation. I indicated that Mr. Shamblin and myself has discussed the cors! : situation 'sith Mr. DaWalf and that I kn:w Mr. DeWald was interviewing some of the other inspectors in the organization.

Mr. Seeders stated that he was aware of this also.

Mr. Seeders stated that he hoped that the situation would improve because that he was very proud of his work and that he would never alter any documentation. He felt that the increased pressure was affecting the 8705190515 860710

Mr. Tapella indicated that csco was very concerned with the work quality and that while we had schedules to meet, the meeting of those schedules was never to be construed as taking precedent over the quality of the installation. I indicated to Mr. Seeders that as an i

employee of L.K.constock, he should utilize his supervision in efforts to improve work relationships. However, I indicated that both Larry and myself were willing to discuss any matter with him at any time. In addition I indicated that Mr. Shamblin had stated that he would speak with Mr. Seeders whenever Mr. Seeders felt it necessary. We also discussed the letter that was written by Mr. Seeders the previous Friday and that Commonwealth Edison felt that the letter, in itself, in no way jeopardized his position in the constock organization. Soth Mr. Tapella and myself indicated that we needed veteran gc inspectors, such as Mr. Seeders, to be a part of a solution of this problem.

We indicated again, that we had confidence in Mr. DeWald's ability to get the organization through this situation, but he obviously needed the assistance of the department in general, and specifically, the veteran inspectors.

We closed the meeting by asking John if had any more concerns, he indicated that he felt much bettar after discussing these items with us and felt that if he had additional concerns, in the future, he would come and talk to us.
