NOTIFICATION OF COMPLIANCE TO 10 CFR 50.62 STANDBY LIQUID CONTROL, SYSTEMS HOPE CREEK GENERATING STATION DOCKET NO. 50-354

Public Service Electric and Gas Company (PSE&G) hereby confirms recent conversations held between PSE&G and Messrs. W. Hodges, G. Thomas and G.
Rivenbark of the Nuclear Regulatory Commission
( N RC) regarding Hope Creek Generating Station (HCGS) compliance with 10 CPR 50.62(c)(4).
PSE&G has designed HCGS such that the Standby Liquid Control System (SLCS) meets the design criteria contained in 10 C"R 50.62(c)(4) in that the SLCS has "a minimum flow capacity and boron content equivalent in control capacity to 86 gallons per minute of 13 weight percent sodium pentaborate solution."
Design details for SLCS, contained in Final Safety Analysis Report (FSAR) Sections 9.3.5 and 15.8, were reviewed and approved by the NRC in Safety Evaluation Report ( S E R), NU REG 1048, Section 9.3.5.
The NRC staff expressed concerns that the current HCGS Technical Specification 4.1.5.c., which tests the two SLCS pumps to a minimum flow requirement of 41.2 gpm/ pump (82.4 combined), would not demonstrate SLCS operability in accordance with 10 CPR 50.62(c)(4) at 13 w/o.
In response, PSE&G commits to submit a License Change Request, pursuant to 10 CPR 50.90, to ensure compliance with the referenced rule (i.e., 86 gpm at 13 w/o or the mntrol equivalent) before June 30, 1987.
