Enclosed is an application for a export license received recently by the NRC for the export of four (4) grams of plutonium, as plutonium metal, to West Germany for electronic property studies by photo electron spectroscopy at the European Institute for Transuranium Elements. A letter of assurance is required that the material will be subject to all of the terms and conditions of an agreement for cooperation.
