M.K./T.C. Memo dated 9/9/82 In response to the request presented by you in your memo regarding a consideration to up-grade R. Martin to a Level II Inspector.

I have considered your request and at this time am denying such.

yirst I wish to express that the guidelines quoted in your memo from procedure 4.2.3 are not the sole criteria used in up-grading an individual's classification.

Surely we want to assure ours, elves that the people performing in key positions or at more responsible levels of classification are truly deserving and exhibit the qualities supportive of the position we assign them to.

As for my denial of your request, R. Martin as you recall, was recently reassigned because of a very high rejection rate of welds which he inspected.

In addition he has failed to demonstrate the ability to properly document his inspection findings.

These two aspects of responsibility are very definite concern and def-initely are not representative of a more responsible person.

I have discussed these issues with R. Martin including the reasons for my denial and have informed him what he needs to do in order to be considered for promotion.

In addition I have assured him that we will monitor his progress as we do with all personnel for consideration of advancement.

No time frame has been established.

I would like to ask for your consideration in promoting R. Martin, Level I Inspector to a Level II Inspector.

As cer procedure 4.1.3, paragraph 3.1, to be considered for certification to Level II Inspector, a candidate must satisy the following requirements:

One (1) year experience in related test or inspection areas as a certified Level I.

In view of this, Mr. Martin was certified as a Level I In-spector on 07/08/81 which is over one year.
