Besed on the abcst assurancc related to nainter.arce of onsite trecaredrcit and the adequacy of offsite erergency preparedress, we conclude that the i
licensee's request for an exemption is reascnable and that grantir.g tFe re-quested exer..oticn will nct adversely affect the cverall state of en.ersercy

preparedness for Wolf Creek Generating Staticr.
The Comission has determined that, pursuant to 10 CFR 50.12,-the exemption requested by the licensee's letter dated March 20, 1986, as discussed above, is authorized by law, will not present an undue risk to the public health and scfcty, and is consistent with the comon defense and security.
Finally, the exemption requested is a temporary one which will exist only for about two months and is necessary only because of schedulirg restraints caused by the first refueling outage.
The licensee has made a good faith effort to comply with the regulation by attempting to schedule the excerisc cerlier. Due to scheduling constraints of the Federal Emergency t'anagement Agency, this was not possible. This situation constitutes the special circumstances described in 10 CFR 50.12(a)(2)(v).
Accordingly, the Counission hereby approves the exemotion, modified as follows:
"The next emergency exercise at Wolf Creek Generating Station conducted pursuant to the requirements of 10 CFR 50, Appendix E, Section IV.F.?,
shall be conducted not later than February 28, 1987."
Pursuant to 10 CFR 51.32, the Commission has determired that the granting of this Execption will have no significant impact on the environment (51 FR 41172).
This Exemption is effective uper issuance.
