Draft NRC Safety Evaluation In a letter dated August 13, 1986, the NRC requested that Alabama Power Company identify a date for a meeting to resolve the open issues described in the subject draft safety evaluation. This safety

evaluation was prepared by an NRC contractor utilizing NUREG-0899 to review the Farley Nuclear Plant PGP. Many of the open items identified by this NRC contractor concern human factor issues related to the Farley Nuclear Plant Writer's Guide.

Recently, the Westinghouse Owners' Group (WOG) met with the NRC staff to discuss human factor issues associated with the WOG Emergency Response Guidelines. As a result of this meeting, the NRC staff and the WOG are currently considering a program that may provide for NRC review and acceptance of the WOG Writer's Guide. The WOG Writer's Guide would then 1
provide, in addition to NUREG-0899, an acceptable document that could be referenced by utilities.
It is expected that the NRC staff and the WOG will determine by mid-December 1986 if this proposed program will p roceed. Until a decision on this proposed program is made, Alabama Power Company cannot finalize its plans to resolve the draft safety evaluation's open issues. Following disposition of the WOG program under consideration, Alabama Power Company will evaluate the plant i
specific manpower requirements and scheduling considerations necessary j
to implenent any changes to the Farley Nuclear Plant Writer's Guide.

After this impact is evaluated, Alabama Power Company will determine if the WOG Writer's Guide will be referenced in the Writer's Guide for the Farley Nuclear Plant.
Alabama Power Company will notify the NRC staff of its plans to respond to the subject draft safety evaluation within 60 days of notification of the acceptability of referencing the WOG Writer's Guide.
