NOTICE OF VIOLATION Commonwealth Edison Company License No. NPF-37 As a result of the inspection conducted on April 13-27, 1987, and in accordance ,

with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR '

Part 2, Appendix C (1985), the following violation was identified:

l 10 CFR 50.72 states, in part, that "each nuclear power reactor licensee licensed under 50.21.(b) or 50.22 of this part shall notify the NRC Operations Center via the Emergency Notification System of: (i) The declaration of any of the Emergency Classes specified in the licensee's approved Emergency Plan."

Furthermore, when making a report of the emergency declaration, "the licensee shall identify (1) The Emergency Class declared."

l Contrary to the above, on April 8, 1987, the licensee notified the NRC Operations '

Center of abnormal plant conditions that had already been corrected. However, while the licensee's verbal message included the utility-specific acronym "GSEP," the phrase " Generating Stations Emergency," and the fact that State I agencies had already been notified, the licensee did not adequately inform the I NRC Headquarters Duty Officer that an Alert declaration had been in effect for about 17 minutes.

This is a Severity Level IV violation. (Supplement VIII) i The inspection showed that action had been taken to correct the identified l violation and to prevent recurrence. Consequently, no reply to the violation 1 is required and we have no further questions regarding this matter.  !
