Dear Mr. Noonan:
As noted in our Emergency Plan submittal of October 15, 1986, Houston Lighting & Power Company (HL&P) has been requested by the NRC staff reviewer to prepare a Staff Augmentation Study to support HL&P's position that 45 minutes is an adequate response time for plant personnel listed as 30 minute responders in Table B-1 of NUREG-0654. We have reviewed our shift complement and determined that sufficiert personnel are available on a normal shift to cover most of the positions listed for 30 minute responders in NUREG-0654.
The attached table is a comparison of the staffing criteria of Table B-1 (for on-shift and 30-minute reporting) against the on-shift staff with emergency response roles. As the table indicates, in most cases STPEGS will have sufficient personnel already on site available to fill the necessary positions to satisfy the Table B-1 on-shift and 30-minute criteria. Two exceptions are identified.
The first exception is in the areas of " Radiological Accident Assessment and Support of Operational Accident Assessment" and " Protective Actions (In-Plant)". Table B-1 requires that positions in these categories be filled with a total of eight individuals combining on-shift and the 30 minute additions. STPEGS will have three individuals on-shift and the remainder arriving within 45 minutes. However, this will be compensated by three radiological protection personnel available from the second unit once both units are operational.

At STPEGS the STAS are nuclear engineers, and a second nuclear engineer responding within 30 minutes is considered unnecessary. We have committed to provide a second nuclear engineer within one hour. This position has been previously discussed with and conceptually agreed to by the NRC staff reviewer.
HL&P has conducted a study to determine feasible response times for emergency response personnel. Most of the emergency response personnel live in the Bay City area. Drive times to the site from Bay City ranged from 21 to 40 minutes depending primarily on the part of town where the employee resides.
We believe that the benefits from a remotely located site outweigh the response time consideration and that a response time of 45 minutes should be acceptable for the South Texas Project Electric Generating Station.
