Discussion with R. Wicks 12/3/83 Date:
The following notes were taken during a series of conversations with R. Wicks on Saturday, 12/03/83 between the hours of approximately 7:45 A.M. and 8:22 A.M.
1.
At 7:45 A.M., a short conversation was held between I. F. DeWald and R. Wicks.
During this conversation, Mr. Wicks was told to get the WPS test started in the Fab Shop and once the welder was underway, to go to the field and work on, an NCR identifying veld sizes.
2.
Mr. Wicks became extremely agitated. He had to be cautioned for his language.
He complained about having to go to the field. He then started to question the test process in the following areas:
(a) Grade of base metal - Irv and I informed him that this item could not be verified until 12/05/83 when CECO would be in. He was instructed t'o-continue the test but not to sign the reports until the base metal was verified.
(b) He then questioned the 500 pre-heat.
Irv instructed him that if he was in doubt on pre-heat, to use a torch to achieve pre-heat.
(c) He then (Mr. Wicks) threatened to shut the test down and lef t for the Fab Shop.,

Af ter a few minutes, Wicks and Irv came into the office. Wicks said that he was told to go home. Irv called him into my of fice and told him that no one wanted him to go home. Re was instructed to stay at work.
4 At approximately 7:55 A.M., Mr. Wicks called Mark Klachko (Weld Lead Inspector),
into my office and said "Get in here. I want you to hear this. On Monday I'm going to the site NRC representative's office and tell him what the f is going on here.
I know his secretary, and I can get in t o s ee him". I immediately went to get I. DeWald so he could hear the conversation.

Irv and I told him that all requirements would be met before the test results g

While the conversation continued, the foreman of the Fab Shop came up and g
l eu advised Irv the four (4) welders were standing around in the Fab Shop waiting l

for Q.C.
Irv then told Wicks since we have four welders in the Fab Shop, he should spend his day there.
