Based on the determination that the Indian Point 3 Nuclear Power Plant does not have a single-failure vulnerability in the recirculation line similar to that described in Bulletin No. 86-03, no further action is required by the Authority.

ATTACHMENT I The Indian Point 3 Nuclear Power Plant is a 4 loop Westinghouse designed reactor. The Indian Point 3 cmergency core cooling system (ECCS) is similar to the system described in Bulletin 86-03 in that a recirculation path is provided for the safety injection (SI) pumps. There are two additional sets of ECCS pumps, residual heat removal (RHR) pumps and recirculation pumps, at Indian Point 3 that utilize a recirculation paths. The recirculation flow path for the ECCS pumps has been reviewed and it has been determined that the event described in the subject bulletin is not applicable to the Indian Point 3 Nuclear Power Plant.

There are two series motor operated isolation valves, No.'s 842 and 843, in the common minimum flow recirculation line for the SI pumps.

Both valves are maintained open and their respective motor operators de-energized, as required by the Indian Point 3 Technical Specifications. Valve position is monitored by a " Safeguards Valve Off Normal Position" alarm in the Control Room which would activate if either valve were in the closed position. Valve position is also monitored by a plant check off list which is required to be completed by plant procedures prior to Tavg exceeding 350*F.

There is an additional manual isolation valve in the minimum flow recirculation line. This valve, No. 1862 is locked open and is checked by a plant check off list. The orifice for a flow instrument in the recirculation line is 2" in diameter and is large enough to preclude sediment blockage.

Motor operated recirculation valves No.'s 744, 1870 and 743 for the RHR pumps are maintained open and their motor operators de-energized, as required by plant Technical Specifications. Valves No. 744, 1870 and 743 are monitored by a " Safeguards Valve Off Normal Position" alarm and are subject to the same procedural requirements and checks as the SI recirculation isolation valves.

RHR recirculation valve 742 (Inlet to No. 31 Heat Exchanger) is locked open and verified by plant check off lists. Motor operated RHR recirculation valves 1869A and 1869B are maintained in the energized open position but are in parallel paths. Valve position is verified by plant check off lists. The orifice for a flow instrument in the recirculation line is 3" in diameter and is large enough to preclude sediment blockage.

Each recirculation pump has a single recirculation valve, 1877A for pump No.

31 and 1877B for pump No. 32, which is manually operated and is verified in the open position by plant check off lists.
