20555 Gentlemen:

This letter is in response to Generic Letter 87-02 entitled " Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety Issue (USI) A-46", dated February 19, 1987 (Log No. 2225). The Generic Letter discussed the resolution of USI A-46 and the requirement that seismic adequacy of certain equipment in operating nuclear power plants must be reviewed against seismic criteria not in use when the plants were licensed. The NRC has requested Toledo Edison to provide within 60 days of receipt of Generic Letter 87-02, a schedule for implementation of the seismic verification program at Davis-Besse Nuclear Power Station.

On April 10, 1987, Mr. Neil P. Smith, Chairman for the Seismic Qualifi-cation Utility Group (SQUG), sent a letter to the NRC on behalf of its members (Toledo Edison is a member).

Mr. Smith requested "that the staff extend the time for licensee response until sixty days after the availa-bility of detailed generic guidance regarding implementation of the seismic verification program, including issuance of the staff's generic SER approving the SQUG generic implementation program and resolution of outstanding issues associated with that SER."

On April 28, 1987, Mr. Thomas E. Murley, Director, Office of Nuclear Reactor Regulation, provided a response to Mr. Smith's letter of April 10, 1987.

In his letter, Mr. Murley stated, "All licensees participating in the USI A-46 SQUG implementation program should provide the schedule for plant specific implementation no later than December 1, 1987." Therefore, Toledo Edison, as a member of SQUG, will provide its implementation program by December 1, 1987.
