SUMPARY OF FIRE PROTECTION MEETING HELD NOVEMBER 4, 1986 On November 4, 1986, the staff met with the applicant and its representatives to discuss remaining Vogtle fire protection issues. Participants are listed in Enclosure 1.

Two principal issues were discussed. The first concerns the lack of fire dampers in fire area boundary HVAC penetrations through the large auxiliary building pipe chase. Enclosure 2 contains the applicant's draft letter on this subject discussed at the meeting. The aoplicant stated that no safety-related cable or electrical or mechanical equipment is located in the pipe chase; only pipino and pipe supports are located in it. The applicant noted that the FSAR currently incorrectly shows cable as being located in the pipe chase. The FSAR will be revised to correct this prior to fuel load. The staff did not anticipate a problem with this issue and the necessary deviation from C.5.a.4 of Branch Technical Position CMEB 9.5-1.

The second issue concerns the adequacy as a 3-hour barrier of 1 inch thick fiber danning boards used to subdivide larger-than-tested penetrations so that the subdivisions are within the bounds of performed fire tests. This issue was identified by the staff at its site audit October 6-10, 1986. The applicant showed the staff a copy of a test report (" Bisco Product Equivalency Fire Test Utilizing Bisco SF-20 and Bisco SE-F0AM," Bisco Test Report 748-134, May 14, 1984) that tested a similar material and configuration to that used at Vogtle. Both the Vogtle arrangement and that tested do not use fasteners to hold the darming board in place. The staff reviewed this report at the meeting and believed it woulo be adequate as a basis to approve the use of dur,4ing buard at Vogtle.

The staff requested that the applicant supplement its October 24, lop 6 letter on fire protecticr. with a synopsis of this test report en.phasizing that (1) configuration was tested in the horizontal position, (P) the hose stream test was in accordance with ASTM E-119 rather than IEEE-634, and (3) the boerd tested was installed without fasteners.
