SEQUOYAH NUCLEAR PLANT - IE BULLETIN 80 POSSIBLE LOSS OF EMERGENCY NOTIFICATION SYSTEM (ENS) WITH LOSS OF OFFSITE POWER l

A telephone conference call was held on August 27, 1986 to discuss the 3

interpretation of a reliable power supply for the ENS as required by IEB 80-15.

The following people participated in the conference call:

Ray Priebe, USNRC; R. W. Meadors, TVA; L. W. Ackley, TVA; and.R. L. Taylor, TVA.

Mr. Priebe was informed that the ENS is fed from an uninterruptible power supply (UPS), but the UPS is limited by a battery with a capacity of 30 minutes with no provision for transfer to diesel generator power.

Mr. Priebe expressed concern for the limitations of the power supply because 10 CFR 50.72(c)(3) requires that the licensee be capable of maintaining an open, continuous communication channel with NRC Operations Center. He indicated that other consuunication systems could be used to provide this open channel, but the ENS is the preferred source.

Final discussions addressed the issue of the deficient ENS power supply.

Mr. Priebe agreed the issue need not be considered an item that must be i

resolved before startup provided a schedule was being developed to correct the problem.

4 While TVA does not consider this to be a startup item, design work for i

transfer to diesel generator power is to be completed by the end of i

February 1987. Necessary modifications and postmodification testing should be i

completed within four weeks once startup issues no longer dictate the schedule.
