Dear Chairman Zech:

I am writing you to ask that the Nuclear Regulatory hiaion order an independent investigation into potential design and a buction flaws at the Seabrook Station Nuclear Plant.

As is well known, numerous allegations have arisen questioning the structural safety of the Seabrook plant. 'Ihose who live near the plant are understandably concerned. For the sake of public confidence alone, I strongly urge you have these issues fully and independently examined before allowing the contamination of any parts of the plant with radioactivity.

I have been in contact with citizens groups from the comm1nities surrounding Seabrook in support of an independent investigation. I share the desire of these citizens for a full examination of all safety issues

-by an inpartial investigator. Given the polarization over the current issues, only a truly independent investigation can resolve these issues once and for all.

'Ihe accidents at 'Ihree Mile Island and Chernobyl are stark proof that ccmplex technological systems can fail. All Americans deserve a nuclear energy policy that clearly and unequivogably puts safety first. Only if we pull together and take a thorough ansvimpartial look at these and all safety issues can there be public support for nuclear power.

I appreciate your consideration of this matter and look forward to your reply.

Sincerely, k

Richard A. Gephardt RAG:jch 8705180263 870408 PDR ADOCK 05000443 U
