VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION INDEPENDENT SPENT FUEL STORAGE INSTALLATION SECURITY PROGRAM AND NUCLEAR SECURITY PERSONNEL TRAINING AND QUALIFICATION PROGRAM Pursuant to 10 CFR 72.84 (b) Virginia Electric and Power Company hereby submits the enclosed changes to the Surry Power Station's Independent Spent Fuel Storage Installation (ISFSI) Security Program and the Nuclear Security Personnel Training and Qualification Program.

The ISFSI Security Program is being submitted in its entirety to implement changes in the format of the program by the use of b6d print to highlight section and paragraph headings and to provided pages where the wording has been changed. The changes are identified as Revision 3.

The ISFSI Training and Qualification Program is being submitted in its entirety because of the number of pages that have been revised and to also implement a change in the format by the use of bold print for section and paragraph headings. The changes to this program are identified as Revision 10.

The material enclosed herewith contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended.
