Mr. Roger D. Walker The Georgia Power Company wishes to submit the following information concerning the violation identified in your inspection report 50-424/86-76 and 50-425/86-37:

Violation 50-424/86-76-01, 50-425/86-37-01,

" Failure To Accomplish Adequate Corrective Actions To Ensure Material Control From Instrumentation Satellite Warehouse" - Severity Level IV Georgia Power Company acknowledges the violation as identified in the USNRC inspection report.

For several months prior to the USNRC inspection, the Troy 4 satellite warehouse was physically located such that Nuclear Operations personnel required access to the area to receive fuel oil deliveries at times when the satellite warehouse was not attended.

As indicated in the USNRC inspection reports, there were also other incidents of unauthorized entry into the satellite warehouse when attendants were not on duty.

These incidents, as well as the gap in the fencing around the storage area, are attributed to inadequate planning and cooperation between Pullman Power Products, Nuclear Operations, and other contractor organizations relative to the maintenance of the satellite warehouse and the control of access to the warehouse.

A dual locking system was developed shortly after the incidents involving the fuel oil deliveries to allow access to the warehouse area by authorized Nuclear Operations personnel.

Subsequent to the USNRC inspection, the Troy 4 satellite warehouse was moved away from the stairway and adjoining fuel tank spillage retaining wall and the amount of material has been reduced so that it can be more efficiently controlled.

The improved facility is attended on a full-time basis during the day shift and information is posted on the door to identify contacts for entry during off-shift hours or g11eoo58861031 g6 G

r Page Two while the facility is unattended during the night shift.

Planning and cooperation has been enhanced so that material needed during off-shift hours can be requisitioned in advance as much as possible while an attendant is on duty.

A new storage facility is presently being constructed to provide even greater control over the material in the instrumentation satellite warehouse.

The new facility will be located in Unit 2 adjoining the valve and support component storage areas. The facility will be attended on a full time basis by a Pullman Power Products shift engineer during the day shift in addition to the craft attendees.

Preplanning of material needs for off-shift work will continue to be stressed, as will the posting of contacts for entry to the new faciFty during times it is not attended.

Georgia Power Company expects that these actions will be completed by November 14, 1986.
