SUBJECT:

NRC STAFF REVIEW 0F " HEAT, HIGH WATER, AND ROCK INSTABILITY AT HANFORD" BY A. MAKHIJANI AND K. TUCKER '

WITH SUPPLEMENT BY D. E. WHITE This memorandum is in respcnse to your query to me as to whether the Nuclear Regulatory Commission (NRC) staff had considered the technical concerns raised in the above referenced report. You were especially interested in the concerns raised by Dr. White in his supplement.

The NRC staff reviewed the subject document in early 1985 and subsequently provided responses to Congressional questions concerning the report. The staff review concluded that essentially all the technical concerns presented in the document had been previously raised to the DOE by the staff and had been discussed in detail in the BWIP Site Characterization Analysis and the Draft EA Comments. Additionally, it was concluded that final resolution of many technical concerns will not be possible until the time of detailed site characterization.

Enclosed for your information is a copy of the staff's response to the congressional questions. (Note that attachment 2 has not been included since it consists the NRC Staff review of the draft EA).
