Subject:

Shift Ooeratiots. Advisor Until the Fermi 2 senior reactor operators attain sufficient experience, Fermi 2 Operating License condition 2.C (12) requires that experienced advisors be assigned to all control room shifts except during cold shutdown or refueling operations.

Further, 30 d a;'s notice to the NRC staff is required prior to the re3 ease of any of these assigned advisors.

notified us of his intention to resign from his position with 2 weeks notice.

His last day is expected to be November 19, 1986, as discussed with members of NRC Region III on November 6, 1986.

As discussed in Reference 2, Mr. S. Taylor has been added to the operating staff as a shif t advisor.

With Mr. Howard's resignation, Detroit Edison still retains the same number of qualified advisors on staff as there were at the time of licensing.

Therefore, Detroit Edison has no plans to seek a replacement for Mr. Howard.
