This letter responds to Mr. James M. Taylor's letter of October 8, 1986 entitled "IE Compliance Bulletin No. 86-03:
Potential Failure of Multiple ECCS Pumps due to Single Failure of Air-Operated Valve in Minimum Flow Recirculation Line."
AEPSC reviewed this same subject as reported in IE Information Notice No. 85-94, " Potential for Loss of Minimum Flow Paths Leading to ECCS Pump Damage During a LOCA."
The review investigated the operating and design basis of the residual heat removal, centrifugal charging, and saiety injection pumps' minimum flow systems. The results of this review found the design and administrative controls of the minimum flow systems to be adequate and capable of precluding pump failure due to dead heading during a small-break LOCA. The Donald C. Cook Nuclear Plant utilizes motor-operated (rather than air-operated), fail-as-is valves in the minimum flow recirculation lines. These valves are normally open when the ECCS pumps are required to be operable. We believe this precludes the potential failure of multiple ECCS pumps due to the single failure concerns expressed in IE Compliance Bulletin No. 86-03.
It should be noted that the original design of the minimum flow system for the centrifugal charging pumps had a potential for dead heading both sets of pumps. However, Request for Change (RFC) DC-12-2497 (completed on July 13, 1982) was implemented to modify the system to prevent the possibility of pump damage due to dead heading the centrifugal charging pumps.
