Thank you for your recent letter concerning the Seabrook Nuclear Station.

Since the Seabrook Station is currently the subject of licensing hearings before the Commission, it is inappropriate for me to coment on the merits of the issues. You may be assured, however, that protection of the public health and safety will be the paramount consideration in decisions I may make on the hearing record.

I appreciate and welcome your views on the Comission's responsibilities.

Dear Mr. Carr,

I am writing to you today in regard to recent actions regarding the licensing of Nuclear Power Plants. Of particular concern to me is the apparant biases shown to the nuclear industry by your commis-i sion in the case of Seabrook Station. In what can only be construed to be an effort to expedite the licensing of this plant, the NRC has proposed rules changes which will all but eliminate the Governor of Massachusetts from the emergency planning process. As a Massachusetts resident within a ten mile radius of this plant I must express my vehement opposition to this proposed change, and to your role in it. 'Ihe role of a Governor is to protect the health and security of the people in the Commonwealth. Unlike yourself, a Governor is elected by the taxpayers. Because of this, his responsibilities to the taxpayers is very clear. One would suppose that this would apply to any government agency. Our Governor has -

rejected the evacuation plans prepared by the Seabrook owners for a very good reason; they will not work.

In doing this he is acting in a proper manner. As residents, we are the ones who are placed in danger, with no compensation available should an accident occur. Our Governor recognizes this fact, and has acted in our best interest. On the other hand, the NRC has chosen to give its loyalty to the people with the money, the Utility. That a government agency, supposedly a regulatory agency, should conduct itself in the man-ner you have is a disgrace. We do not pay our taxes to support agencies which share beds with the groups they are supposed to regulate. Recently, a petition was submitted to you from the residents of the Seacoast area. That petition bears the signatures of 34,000 people who are collectively voicing their opposition to both your proposed rules changes, and to the hand holding relationship you have established between yourselves and the owners of Seabrook Station. In signing this petition we are telling you, Mr. Carr,'that

' we will not tolerate this behavior from a federal agency, and will take any action available to voice our opposition or effect changes in your Commission. Thirty four thousand people can make a lot of noise, Mr. Carr. Do not ignore our voices.
