PROVISIONAL OPERATING LICENSE NO. DPR-45 FINDING OF NO SIGNIFICANT HAZARDS REFERENCE :

Dear Mr. Denton:
This submittal is a supplement to our letter and enclosures of October 6, 1986 which requests a Security Plan change under 10 CFR 50.90.
The purpose of this supplement is to provide the U. S. Nuclear Regulatory Commission with a Finding of No Significant Hazards consideration as required for license amendments under 10 CFR 50 Sections 91 and 92.
Finding of no Significant Hazards We have reviewed the hazards considerations referenced in 10 CFR 50, Sections 91 and 92, and have determined that with these criteria no significant hazards considerations result from the proposed change.
10 CFR 50.92 (c)(1-3) provide the questions for review of significant hazards considerations. They are repeated here for reference.
(1) Involves a significant increase in the probability or consequences of an accident previously evaluated; or (2) Creates the possibility of a new or different kind of accident from any accident previously evaluated; or (3) Involves a significant reduction in a nargin of safety.

Operation of LACBWR, in accordance with the proposed changes, will not involve a significant increase in the probability of consequences of an accident previously analyzed.
No method of operation is being affected. Therefore, the proposed amendment will not result in a significant increase in the probability or consequences of an accident previously evaluated.
2.
Operations of LACBWR in accordance with the proposed amendment will not create the possibility of a new or different kind of accident from any accident previously evaluated.
No method or limits of operation are being changed, so a new kind of accident cannot be created by this change. Therefore, the proposed amendment will not create the possibility of a new or different kind of accident from previously evaluated.
3.
Operation of LACBWR in accordance with the proposed amendment will not involve a significant reduction in the margin of safety.
No method or limits of operation are being changed, therefore, the margin of safety will not be reduced. The proposed amendment will not involve a significant reduction in the margin of safety.
As determined by the above analysis, this amendment only affects security safeguards, therefore, it has no significant hazards consideration.
The license amendment / security plan change has been reviewed by the appropriate review committees.
Applicable fees were enclosed with the original amendment request and letter of October 6, 1986.
