This letter is being written as a follow-up to a meeting that we held with members of your staff on May 6,1986 to discuss WOG plans to initiate a program to improve the Technical Specifications for plants with the nuclear steam supply l
systems designed by Westinghouse.
On May 29,1986 the WOG authorized funding for Phase 1 of the MERITS Program.
The purpose of the MERITS Program is to implement the AIF and NRC technical specifications improvement recommendations. Specifically, the MERITS Program objectives are to:
apply the AIF criteria (consistent with the NRC policy statement) to o
existing technical specifications and retain items that satisfy the criteria o document the criteria application process o develop an expanded bases develop a preferred format and organization using human factor technical o
writing skills identify the documents or programs in which items removed from the o
technical specifications will be placed and controlled develop a writers guide for the preparation of technical specifications o

I The MERITS Program has been planned and structured to be accomplished in four i
phases using the lead plant concept. The work scope for Phase I includes:
i applying the AIF criteria to selected specifications o
develop model specifications, surveillances, and bases for the. selected o
specifications
~
develop model justifications for the split of the selected specifications o
develop models for the implementation of the items removed from the o
technical specifications o develop a writers guide These tasks are scheduled to be completed by February,1987. The second phase of the program will split and revise the remaining technical specifications, and will result in the development of a technical specification topical licensing submittal package - a generic document and the lead plant submittal. The third phase of the program would be the review of the licensing submittal package by l
the NRC, and phase four will be implementation by the lead plant. The Virginia l
Electric and Power Company's North Anna Power Station is the lead plant for the MERITS Program. We plan to hold periodic meetings with your staff as Phase I of the MERITS Program progresses to keep you informed, and obtain NRC feedback and j
concurrence on the models that will be prepared.
We look forward to working with your staff on this program and are confident that it wiii result in a significant enhancement in plant operation and regulatory performance.
