ATTN: Mr. R. A. Schneider Staff Specialist - Safeguards P.O. Box 130 2101 Horn Rapids Road Richland, Washington 99352 Gentlemen:

This is in response to your August 20, 1986 letter, in which you requested a 30-day time extension for completing the limit of error calculations required by 10 CFR 70.51(e)(4)(1) with respect to your August 1, 1986 physical inventory. We have reviewed the justification for such delay, as presented in the enclosure to your letter, and have determined that your j

request is warranted. We have also determined that the granting of your request will not adversely affect the common defense and security nor the public health and safety, and is otherwise in the public interest. Accord-ingly, we are adding an unnumbered license condition to Amendment SG-1 of your License No. SNM-1227, effective immediately, to read as follows:

Notwithstanding the requirement of 10 CFR 70.51(e)(4)(1) to calculate the limit of error (for both element and isotope) associated with the inventory difference (or MUF) of the licensee's August 1, 1986 physical inventory by August 31, 1986, the licensee shall determine such limit of error values on or before September 29, 1986.

The inventory differ-ence (or MUF) value and an estimated limit of error (for both element and isotope) shall be determined within the normal 30-day reconciliation period (i.e., on or before August 31, 1986). The estimated limit of error values shall be determined by the methodology given in the en-closure of the licensee's letter dated August 20, 1986.

Should the inventory difference values exceed its associated estimated limit of error, the action required by 10 CFR 74.13(b)(1) will be carried out.

It should be noted that 10 CFR Part 75.35 requires the submission of a material status report, including DOE /NRC Form 742, within 30-days after the start of the physical inventory.

We have determined that the enclosure to your August 20, 1986 letter contains information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to section 2.790(d)(1), such information is deemed to be commercial or 8611140327 860829 PDR ADOCK 07001257 b
