FEMA hereby supplements its October 30th response wit ~n additional materials not available as of October 30th.

They include the following:

(1) Letter dated October 9, 1986, from James J. Gerardi to Samuel J. Chilk (2) Letter dated October 1, 1986 from Wilhelmina DiMartino to President Ronald Reagan.

(3) Background information on Yvonne C. Pufahl, GAO Evaluator.

(4) Background information on William J. Stokes, Managing Associate, Theodore Barry & Associates.

These materials are responsive to several numbered interrogatories.

District and I are anxious to clarify any possible misunderstandings which may have resulted f rom plans submitted by the Long Island Lighting company regarding emergency action to be taken in the event of a radiological accident at the Shoreham 9

nuclear power plant.

This school district has never adopted or agreed to implement any emergency plan to respond to such an accident.

To our knowledge, there is no school district in Suf folk County which has adopted such a plan.

We find it incredulous that you have believed and accepted LILCO's cl aims that the following conditions are in effect for all school districts within Shoreham's ten-mile " emergency planning zone":

1.

preparedness is adequate to protect school children in the event of a Shoreham accident; 2.

during such an accident, school bus drivers would be available to drive children home or to evacuate them; 3.

teachers and other school personnel and officials would:

(a) remain in school, inside the emergency planning zone, to supervise children during an early dismissal or while they attempt to shelter f rom rz 31ation; 10 Zl c.. R t 8'h

(b) accompany children to buses which would take them through the emergency planning zone to evacuation centers to be located substantial distances awry from schools; (c) r emain with children to supervise them in eva :ua cion centers, and (d) even drive school buses through the emergency planning zone as part of an early dismissal or an evacuation of schools.

At its meeting last night, the Board of Education adopted a very brief but cogent resolution which we urge that you take very seriously as you censider any plans to allow LILCO to proceed with its Shoreham project.

The resolution r,eads as follows:

RESOLVED, that until such time that the State of New York and the County of Suffolk adopt and approve an implementable emergency response plan for an emergency at the Shoreham nuclear power station, the South Country Board of Education concludes that no operating licen e should be granted to LILCO for the Shoreham plant Le] that low power testing should also be prohibited.

I attended the hearing conducted at River-head, by the three Judges representing the Nuclear Regulatory Commission, on the sub-ject of licensing Shoreham.

Mr. President, you are our last best hope of preventing Shoreham from opening.

listening to the pleas, I had to write and give my thoughts and feelings about the hearing and the reaction of so many of the residents of Long Island.

CRIES FROM THE HEART The Countdown is over.

The three day hearing held last week by the three Nuclear Regulatory Commission licensing panel judges, to deter-mine whether the residents of L. I. felt that the "pager evacuation drill" held by LILCO last February could adaquately protect them, has ended.

The people came by the hundreds, there was standing room only thru the many long hours of the hearings.

Over 300 people signed up to speak but only 90 individuals had the opportunity to voice their concern.

Many elected officials from Nassau and Suffolk counties spoke eloquently against Shoreham opening, but it was the average, citizen who begged, pleaded, implored with their " cries from the heart" to not let Shoreham open, that were the most moving.

expressed anger, fear, frustration and most of all, hopelessness.

The feeling was "why has it taken so long?"We have fought for so many years against Shoreham opening, but all of our pleas seem to fall on deaf ears.

Why can't the NRC or the Federal government hear what we are saying.

There were the old and the young, rich and poor-parents, teachers, school administrators, - those who i

l spoke for the handicapped, patients in hospitals, in nursing homes, the blind, - for all of these,who would care for them?

i I think the feeling of hopelessness was the most significant emotion expressed.

As Rep. Behan told the beard " Government should be our advocate, not our enemy.

Our regulatory system, if Shoreham is to serve as an example, has been transformed from one protecting the people from special interests to one protecting the special interest from the people.

Another persuasive voice was that of Frank Petrone, former regional director of the Federal Emergency Management Agency, who resigned in a dispute over his evaluation of the February drill of the Shoreham,

emergency plan.

He said that Shoreham should not be licensed for commercial operation because the test could only conclude that the state of emergency preparedness for Shoreham was virtually non-existent in light of NRC's own regulations and standards.

I Now that the Nassau Coliseum is no longer available as an evacuation center-the schools are not available for congregate centers - the Red Cross has gone on record that they would not be available in the event of a radio-active accident-the radio stations would not parti-cipate - the school bus drivers could not be depended upon to answer j

How would an evacuation be possible?

In response, LILC0 assures the L.I. residents that as many as 130,00 evacuees would be directed to their L.I. facilities-one in Bellmore, one in Roc 1yn, and one in Hicksville.

Which 130 000 would be directed and how would they reach these centers?

Ehat would happen to the people left behind, the balance of the 146 million residents.
