Enclosed are two copies of Limerick Generating Station Emergency Plan Implementing Procedure EP-278, Rev. 8.
This procedure is submitted per regulations in 10 CFR 50, Appendix E, Section V.
Pursuant to Section 2.790 of the Commission's regulations, it is hereby requested that the names and telephone numbers in procedure EP-278 Rev. 8, page 1 be withheld from public disclosure.
An affidavit setting forth the grounds in support of this request is attached hereto.

Daltroff, being first duly sworn, deposes and states as follows:

He is Vice President of Philadelphia Electric Company (hereinafter referred to as the " Company"); he is authorized to execute this Affidavit on behalf of the Company; and he has reviewed EP-278, Rev. 8 (hereinafter referred to as "the Document"), and knows the contents thereof.

The part of the Document which is sought to be withheld from public disclosure is the listing of the f.elephone numbers of emergency response support organizations.

To the best of his knowledge, information and belief, i
the telephone numbers set forth in the Document have been treated as confidential information and have been withheld from public disclosure by the Company, i

The telephone numbers in the Document should be considered by the Nuclear Regulatory Commission as confidential and proprietary information and be withheld from public disclosure on the grounds that disclosure of the telephone numbers of the emergency support organizations could adversely affect the capability of prompt notification response and transmittal of necessary information in the event of an emergency; such disclosure is not required in the public interest; and such disclosure could adversely affect the interests of the Company and its ability to effectively implement the notification requirements of the Emergency Plan Procedures.
