This letter serves as formal notification of tiie transference of your low enriched uranium fuel fabrication facility from participation under Article 39(b) of the US/IAEA Safeguards Agreement to Article 2(a) of the Protocol to the Agreement as evidenced by the enclosed Transitional Facility Attachment No. la dated May 1, 1986.

In order to effect the transition, current License Condition 2.1.2 of Amendment SG-1 to your License No. SNM-1227 is hereby revised, effective immediately, to read as follows:

2.1.2 The licensee shall follow, as applicable, Codes 2. through 7.

of Transitional Facility Attachment No. la dated May 1, 1986 to the US/IAEA Safeguards Agreement.

Please note, the markings on the enclosed Transitional Facility Attachment that read " Safeguards Confidential" are of IAEA origin and have no connota-tion in regards to any domestic security classification.

It has been determined that the enclosed Transitional Facility Attachment No. la dated May 1, 1986 contains information of a type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
