Gentlemen:

I write as the State Representative for the 61st District of the State of Ohio, the district in which the nuclear power plant in Perry is located.

I ask that the Nuclear Regulatory Commission deny the request of the Cleveland Electric Illuminating Company for an exclusion regarding the diaster drill as re-quired by your regulations prior to licensing.

Since school bus drivers in northeastern Ohio have refused to participate in evacuation plans, it cannot be assumed that your requirements are met. In the spirit of American tradition and democracy your responsibility must recognize the precedence that public safety and concern must take over economics, whether it be a matter of profit or even corporate survival.

The fact that a request for an exclusion has been made is an indication that concern for community is not a priority for the company, and provokes doubts about the integrity of the company in revealing problems should the company be allowed to proceed per their request.
