JUSTIFICATION FOR INTERIM OPEPATION OF WNP-2 PRIOR TO COPFLETION OF THE SEISMIC QUALIFICATION PROGRAM

dated November 4,1983 The reference letter provided the WPPSS justification for operation of WNP-2 prior to completion of the seismic qualification program for certain equipment.
Reactor Systems Branch has reviewed the justifications for those components which are part of the high pressure core spray (HPCS) system. We conclude that for those seismic events in which the HPCS system would be called into service, an alternate safe shutdown path is available. This path uses the automatic depressurization system (ADS) in conjunction with the residual heat removal (RHR) system, and cannot be disabled by a single active failure.
Interim operation is therefore acceptable provided that both the ADS and RHR systems are fully qualified for seismic phenomena.
