WNP-2 INITIAL TEST PROGRAM

Reference:

(a) Letter from G. C. Sorensen to A. Schwencer dated September 8,1983 In reference (a), WPPSS forwarded an operations analysis and technical specifications changes to support single-loop operation of WNP-2.

Reference (a) did not identify any FSAR Chapter 14 "Ir.itial Test Program" changes which may be necessary to support single-loop operation. He are concerned, both with the absence of this information and the possible last-minute test program changec which could occur for single-loop operation.

To preclude future delays in startup, we recommend that WPPSS be cautioned that the WNP-2 operating license will be conditioned to require NRC prior approval of deviations from the FSAR Chapter 14 (through Amendment 20) test program, and therefore, initial test program changes, if necessary, should be identified and evaluated promptly.

QUESTIONS AND REQUEST FOR DOCUMENTS CONCERNING WASHINGTON PUBLIC POWER SUPPLY SYSTEM (WNP-2) BY REPRESENTATIVE JIM WEAVER The subject request was made by Representative Weaver in a letter to Chainnan Palladino dated September 28, 1983, a copy of which was provided tc you by EDO on October S.1983 (Principal Correspondence Control No.13616).

Region V has the lead assignment in responding to Representative Weaver.

Your assistance is necessary in our efforts to prepare a proper response.

Specifically, your assistance is requested in preparing a list of the documents referred to in the next to last paragraph on page 2 of Representative Weaver's letter, e.g. "... provide a list of al_1 documents, including internal staff recorts and memoranda, on quality assurance, quality control, design deficiencies 2
