Inconplete The purpose of this nerorandun is to address the applicant's rnquest to defer installation of qualified source range nonitors (SRf's) until the first refueling outage. The SF"s are required to be qualified in accord-ance with Pegulatorv Cuide 1.97 Rev. ? (R.G.1.97 Rev. 2 - Instrorentation for Light-Water-Cooled ifuclear power Plarts to Assess Plant and Environs Conditions During and Following an Accident).

F.G.1.97 %v. 2 lists neutron flux as a Type M. Cateqory 1 variable (i.e., infermtion that in-dicates whether plant safety functions are being acceplished; the associ-ated instrunentation nust he seisnically.and environnentally qualified, powered fron Class IE sources, cmply with the single failure criterion, etc.). The anplicant has stated that the existing SP't instrurent channels cannot be completely qualified and that an acceptable replacement doas not exist in industry. The deferral is necessary to allow adequate time to find and quality a suitable replacerent. The applicant has enviitted to provide qualified SR!is (see FSAR Section 7.5.7.2.3.0).

The staff has allowed delays for implenentation of specific P.C.1.97 Rev. 2 instrurentation itens if adequate,iustification for the delays and connitnents to install the qualified instru-:entation within a reascnable tine are received fron the applicant. nased on our review of the apnli-cant's submittal (letter G02-83-693 dated August 3,1983) we find their propnsal to defer installation of fully qualified SRf:s to be acceptable.

However, the fully qualified SR"s (i.e., qualified and installed in accord-ance with R.G.1.97 Rev. P. guidelines) should he installed and operation.
