I SAFETY EVALUATION REPORT WNP-2 5.4.7 Residual Heat Removal System In a letter dated June 22, 1983 from G.D. Bouchey to the Director, NRR, the Washington Public Power Supply System (WPPSS) stated its intention to deactivate the, steam condensing mode of the RHR system at WNP-2.

The applicant also requested that specific technical specifications which refer to the steam condensing mode of operation be deleted.

The steam condensing mode of the RHR is non-safety related at WNP-2 and no credit is taken for this mode of operation in any safety analyses.

Furthermore, deactivation will not impede the safety function of other safety related I

modes of the RHR system.

Deactiviation of the steam condensing mode is therefore acceptable to us.

The technical specifications related to the steam condensing mode of operation include limiting condition for operation 3.3 4 Tables 3.3.2-1, 3.3.2-2, 3.3.2-3, and 4.3.2.1-1 (item 5 of each table).

These specificati.ons are related to isolation actuation instrumentation which operate valve group 12.

Valve group 12 consists of only one valve, E51-F064 Deactiviation of the steam condensing node invclves locking closed-and remoiing

power from valve ES1-F064.

This obviates the need for automatic isolation and, therefore deleting t h e se s p e c i f i c a t i o rs i s acceptable.

L
