SUBJECT:

NRR INPUT TO SALP - WNP-2 Ue have completed the NRR input for the SALP for Washington Public Power Supply System (WPPSS), Project No. 2.

A copy of the SALP report is attached.

An overall rating of Category 2 is given to UPPSS with regard to their Project No. 2.

This was based upon input solicited from selected staff personnel who have had substantial contact and involvement with UNP-2's licensing activities.

The draft was also reviewed by the NRR Division Directors.

F.sjender Auluck Analysis During this appraisal period, the staff was involved, along with the applicant, in resolvir g the open items related to the issuance of operating license for W"P-2.

During this period three supple:ents to the WNF-2 Safety Analysis Fsport were issued.

Adviscry Cer i;:ee cn Reactor Safeguard's (ACRS) sub-cc mittee teeting was held in Septe bar 1982 and the full committee met in 0:tober 1932.

Washington Public Power Supply System (ilFPSS) has demonstrated a high degree of management control and involverei.t in achieving resolution of licensing issues.

Management involvcment was particularly evident in addressing the NRC concerns in the emergency planning program and the i

recuirements for the emergency response capability.

The apprcach of the licensee to the resolution of technical issues from a.

cafety standpcint is te:hnically stund ir alcest all cases.

In response to NRC initiatives, the licensee provided timely respohses with acceptable resolutions.

Delays were experienced in few casas.

Conclusiens Based on the evaluation for a number of significant licensing activities, i

an overall rating of Category 2 is given to Washington Public Power Supply System with regard to their proje:t No. 2.
