PROOF AND REVIEW OF WASHINGTON NUCLEAR PROJECT 2 TECHNICAL SPECIFICATIONS Our staff has reviewed the subject Technical Specifications, our preliminary comments were resolved with D. Hoffman of your staff and we are in agreement with the Technical Specifications content in our area of review.
Although our review of the WNP-2 purge and vent valve system has not been completed, the contents of the Technical Specifications in this area are what we would expect to see at the end of our review.
When our review of the purge and vent valves has been completed we will inform D. Hoffman of the results of our review.

SUBJECT:
STATUS OF APPLICATIONS BY THE WASHINGTON PUBLIC POWER SUPPLY SYSTEM We are in the process of billing the Washington Public Power Supply System (WPPSS)fortheindefinitepostponementforWNP-4. Since no operating license application was tendered for WNP-5, no fees can be charged for the cancelled Unit No. 5.
We have checked the status for the other three pending applications by WPPSS. As a result of this checking, we find the following to be the status for WNP-1, -2 and -3.

WNP-1 and -2 are still undergoing operating license reviews per conver-sations with the assigned Licensing Assistants and Project Managers for these cases. There is no letter on file for cancellation or indef-inite postponement of these cases. Consequently, we have no basis to bill WPPSS at this time.

WPPSS filed an application dated May 25,1982, for an operating license for WHP-3.
By letter dated July 12,1983 (copy attached). WPPSS infomed ONRR that the Executive Board adopted a resolution on July 8 calling for an immediate construction delay until an assured source of funding for I
continued construction can be obtained. This letter also stated that "The Supply System will attempt to preserve the capability for a reason-ably efficient restart during the next 3 to 9 months by retaining the key class 1 contractors," and that they "...will continue to seek to re-move the impediments preventing further financing of WNP-3 in order to resume project construction activities."
Section 170.12(b) on license fees states that "the review of a project is completed when a permit or license is issued, or an application for a permit or license is denied, withdrawn, suspended, or action on the application is postponed. "
