SUBJECT:
JUSTIFICATION FOR INTERIM OPERATION, WPPSS NUCLEAR PROJECT NO. 2 The Equipment Qualification Branch, Division of Engineering has recently received from WPPSS justifications for interim operation with safety-related electrical equipment which is not fully qualified for the harsh environment creathd by accidents.
Although the applicant has an ongoing qualification program, full compliance with the requirements of 10 CFR 50.49 is not expected until approximately the first refueling outage.
Because these justifications are interdisciplinary and require a detailed knowledge of the systems in which equipment functions, your assistance is requested in reviewing their acceptability.
The methodology used in developing the justifications is described in Attachment 1.
The individual justifications for interim operation are contained in Attachment 2.
EQB will be responsible for the following areas:
- 1) Review of partial test data and its applicability to the postulated conditions.
- 2) Review of materials analyses.
- 3) Verification that information in the justification agrees with that submitted in the environmental qualification program.
- 4) Coordinatio,n of reviews and assistance for reviewers, as required.

The DSI cognizant review branch should be responsible for the following:
- 1) Review of equipment functions within a system and failure consequences.
- 2) Review of operability codes and times.
- 3) Review of alternative equipment to accomplish the safety function.
Your prompt attention is requested.
Written responses should be forwarded to us not later than August 12, 1983 in order that there be no impact on the licensing schedule.
