JU5TIFICATION FOR I"TERIM OPERATION OF WNP-2 In your memorandum of July 29, 1983, you requested our review of the applicant's justification for interim operation of UCP-2 for the first cycle, with certain safety-related electrical equipment that have not been fully qualified for the environment created by accidents.
We have reviewed the justification provided by the applicant for those items of equipment that fall within the CSS review responsibility, i.e.,
their failure can affect integrity of the containment (all but items
- 1-5, 13-lo, 15-19).
We conclude that adequate justification has been orovided by the applicant to warrant interim operation of the plant.
However, the plant's operating procedures should explicitly' identify the actions specified in this justification to assure that in the unlikely event of an accident, the appropriate steps will be taken. These actions are:
1) initiate operation of the H2 recombiner 2.75 hrs following the onset of a LOCA; 2) verify that the reactor building air isolation valve is isolated before 7 minutes from onset of the LOCA; and 3) verify that valves EDR-V-20 and FDR-V-4 have been closed prior to 12 minutes from on-set of the LOCA.
