To describe the Quality Assurance (QA) requirements which apply to the handling, inspecting, storing and shipping of the Tech / Ops Model 650 source changer in compliance vith Article 71.51 of referen,ce (a).

Document Control The RSO s' hall ensure that Certificates of Compliance have a.
been issued by the Nuclear Regulatory Commission for each shipping package utilized on board this command and that the command is properly lic'ensed to use the package..

7.
Handling, Storage, Receipt and Shipment of__Cource Container, (R a.
Jia nd ling.
(1) Handling of packages containing radioactive material shall be accomplished only by personnel for whom dostmetry is provided.
(2) Supply Department personnel will only receive custody of the package 'and will designate a location in building 511 that conforms to the requirements of reference (d).
They will be responsible for the immediate notification (without driay) of either the Senior Radiographer, RSO or the Radiological Controls Officer for pick-up or turn over.
(3) Transfer of sealed sources from the source changer /
container to the exposure device and vice versa chall be accomplinhed in accordance with procedure outlined in refernnce (b) and chall be done inside the storage / exposure vault.

(2) Areas used for storage of radioactive material shall

meet the definition of RESTRICTED AREA.
c.
Receipt
. (1) All shipping containers will be inspected by a radiogrhpher and by Radiological Control. (RADCON) personnel to determine any apparent damage or leakage.
If damage or leakage is apparent, the RSO will be noti' fled immediately, The package shall not be moved or further handled except as directed by the RSO.
Refer to the Emergency Response Plan, enclosure (2), for guidance.
(2) Packages containing radioactive material must be monitored for external r,adiation level _ and swipe tested for external surface contamination by RADCON personnel.
Survey pro-cedure for radiation levels are delineated in enclosure (4) of refe rence '(b)'.
Swipe test procedures for surface contamination are as follows:
(a) Wipe a 100. cm (4 inch X 4 inch) area of the package surface. with a di~sc of dry filter paper or other similar absorbent materials

detecting 0.01 microcuries of beta-gamma or alpha particle as appropriate.
(c) A level in excess of 0.05 microcuries indicates that significant contamination is present.

Inspection, Test and Operating Status _.
The shipping container shall be prepared for return ship-a.
.mont of the spent' source in accordance with the procedure outlined in reference.(b) and using the checklist attached as enclosure (3).
- b. :Each package must have two label's located on opposite sides and meet the provisions of Article 172.403 of reference (c).

QA Records.
The Senior Radiographer shall maintain the following records:
Transfer of a source from or to the shipping container

a.
shall be properly recorded in the Utilization Log.
b.
Reco'rds of swipe tests conducted on the surface of the shipping coatainer shall be retained in the Swipe Test File.
Transfer of a shipping container frqm/to a carrier c.
including the type, quantity and serial number of the licrnned natorial in the package, shall be maintained. In the noenipt and Trannfor Log'.

In addition, the Radiological Cordrol Officces a i l l ma i n -
tain a record of all radiographic material transfers.
10.
Audits The RSO shall ' audit the. following areas quarterly:
a..
(1) Records maintained by~the Senior Radiographer.shall be inspected for coupleteness and accuracy.,-
(2) Inspection and maintenance check lists required by ref7rence (b) shall be reviewed to esure. equipment is safe for use.
b.
The OA Officer and Repair Officer chall be inforaed on any deficiencies revealed by the audits.
Audit deficiencies will be documented on an audit c.
Deficiency Discrepancy neport form (CA-14) and forwarded to the Senior Radiographer, who will determine corrective action to be taken within ceven Jays.

This emergency responce plan is to be used as guidance in the event a package of radioactive material has been damaged or there is'a. suspected spread of contamination.
The.following actions are to be taken in addition to all normal actions necessary to control an accident situation (i.e., extinguishing fires, medi-cally treating injured personnel, placin'g caution devices and notify.ing authorities).

Isolate the immediate area around the compartment or area where the p'ackage is stowed.
Evacuate all persons from the imme-diate area to a designated area.
2.
Prevent unau'thorized personnel from entering the af fected area.
