PACT 0:1 THE LICE 1 SING SCHEDULE In response to your inquiry (see enclosure), we would like to infom you that the WitP-2 licensing schedule may be affected pending the resolution of a constructional problem described below:

In a conference call dated 6/21/83 among A. Schwencer, G. Lear, K.

Herring, C. P. Tan, K. C. Leu ono a Regien V Inspector, K. !! erring of IE dnd the aegion v Inspector reported that during their recent inspection of the WiiP-2 reactor building, concrete voids, re-bar congestions and splice problems and missing dowels in concrete beams had been discovered.

The degree of deficiency varies with ditferent locations. Therefore, they intenaed to take more samplings in order to better assess the extent of construction deficiencies at WilP-2. Hewever, the applicant and its A/E insisted that problems discovered were not serious and were reluctant to implement the needed additional sampling work.

At the end of the call, however, it was jointly determined by A. Schwencer and G. Lear that more samplings (approximately 5 to 7 additional samples) should be taken, but at the sane time due care should be exercised in order to limit possible damages to the facilities to a minimum. K. Herring said he would further report and discuss the issue with the !!RR staff when he returns to the of tice next week.

At this time, the seriousness of the construction problen and its licensing implications are not knewn. However, it' the construction deficiency is determined to be widespread, the issue may become a sericus problem and have impact on the WNP-2 schedule.
