9.5.8 . Emergency Diesel Engine Combustion Air Intake and.

~

Exhaust System As stated in the SER, the applicant had not adequately '

addressed p;otential blockag,e of the combustion air intake st ructure due to the design wor t case dust

+ e storm and volcanic ashfall and blockage of the , diesel engine ex.haust stack due to severe meteorological events such as freezing raine s,n o w , dust stormse heavy rain and volcanic ashfall. In addition, the exhaust stack was not tornado missile protected. .

The evaluation and acceptability of the tornado missile protection for the diesel engine exhaust stack is in Section 3.5.2 of this supplement.

In letters dated August 5 and December 28, 1982, the applicant provided information on the capabilities of the diesel engine to operate under adverse meteoro-Logical conditions (snow, freezing rain, heavy raine dust storms and volcanic ashfall). The applicant stated that if any blockage did occur due to adverse

meteorol'ogical conditions the. diesel engine air ,

intake and exhaust structures would only be l partially blocked.and engine operation would not be ,

affected. The staff has reviewed the submitted information and concurs with the applicant.

l Based on our review, we conclude tha.t the emergency diesel engine intake and exhaust" systems meets the requirements of General Design criteri'a 2, 4, 5 and 17, meets the guidance of the cited Regulatory Guides  :

and SRP Section 9.5.8, it can perform its design i safety function and meets the recommendations of NUREG / CR-0660 anc industry codes and standards, and is therefore acceptable.

DAILY HIr,HLICHT - WPPSS NUCLEAR PROJECT NO. 2 On February 22, 1983, the Atomic Safety and Licensing Beard denied the request for hearing filed by the Coalition for Safe Power and disnissed the proceeding. The decision was reached by the Board after reviewing the filings by the carties and the natters discussed at the prehearing conference held on January 26, 1983, in Richland, WA. The Board denied the retition to intervene on the ground that petitioner, the Coalition for Safe Power, has failed to set forth a contention within the scope of the proceeding.
