STATUS OF FOUR CONFIPEATORY ISSUES OF PERRY AllD l!NP-2 The four confimatory issues for Perry and !!?!P-2 aret (1) fuel rod nechanical fracturing, (2) fuel assenbly structural danano fran external forces, (3) fuel rod bowine, and (4) overheating of cadolinia fuel pellets. The current status of these confimatory issues is as follons.

Only Iten / needs your attention to ensure that the applicants provide the required infomation.

1.

Fuel Pod fiechanical Fracturino (SEP Section t.2.3.2)

The nechanical fracturing analysis is usually done as a part of the seisnic-and-LOCA loads analysis (SER Section 4.2.3.3).

Thus, nochanical fracturing will be automatically satisfied when the scinic-and-LOCA loadino issue is resolved.

(See discussion in the following section).

Fuel r.ssenbiv Structural Danace Fron External Forces (SEr. Section 4.2.3.3 and LRC-II Ceneric Issue 2-CPD) flEDE-21175-3-P (Cl!R Fuel Assembly Evaluation of Canbined ISE and LOCA Loadinos) is under reviev.

A set of draft questions cenerated by an t'RC contractor, EC&G Idaho, has been transnitted to CE, and a necting of CE, EGT,0, LRG, and URC was scheduled for Decenber 14, 1902.

However, GF recently stated that they could not neet that schedule.

The neeting has, therefore, been postponed to the end of January 1903.

This necessitates a shift in the orioinal tarcet date for resolving this issue fron January 15, 1933 to February 20, 1983.

The report (l!EDE-21175-3-P) addresses fuel assembly structural integrity under seismic-and-blowdown loadines as well as the assembly liftoff issue. tihen the report is approved, we nay be able to conclude that the applicants need only confim that the !!PP-2 and Perry analyses (other than nlant specific loadings, if any) are beuw v the calculations provided in the report.

o A review of the CE noneric rod hovino report (f'EPF-24709-P) was completed in Septenber by a contractor, who was unable to conclude that the renort was acceptable.

L'e have, houever, obtained sone new infomation fron CE that may enable us to reach a favorable findinn anyuay.

e expect to conplete this additional review in house by January 15, 1983 and we hope that we can resolve this issue at that tine.

Overheatinc of Fuel Pellets (SrP rection 4.2.3.2)

The review of GF cadolinia fuel properties was interrupted because CF withdrew the primary report (f'EDE-20943-P). This effected our review schedule and delayed the resolution of this issue.

1.'e subsecuently reviewed selected CE cadolinia fuel properties as described in an appendix to the CESTS-LOCA renort ( Apoendix P to f'EDE-237PC-1-P). That appendix, which vos reviewed by an flRC contractor, has been approved.

However, the themal conductivity ecuation listed in this new report is not the one used in the Perry and Ill:P-2 fuel centerline nelting analysis, which is described in DEPE-24011-P (Cenoric r load Fuel Application) and /nendment 1/

e to CESSAP (reneral Electric Standard Safety Analysis report). The fact that (a) hE withdrew f'EPE-20943-P, which was the reference in f!EDE-240110 for CE cadolinia properties, and (b) CE perforned a fuel centerline neltina calculetion only for vraria fuel in frendnent 14 to GESSAR raises concern about the adequacy of CF's cado11nia fuel incipient nelting calculations for Perry and I!'P-2 (in Particular, Tahle 2 A of I'EPP-74P11-P).

l'e thus request tne aorlicants to confim the adequacy of Table 2-4 in l'EDF-?4011-P or subnit updated results for review. I!c vill report our findings in the supplenents to SEPs when we receive the infomation from t'f'r-2 and Perry.
