Introduction This report presents the results of an evaluation of the licensee, Washington Public Power Supply System in the functional area of licensing activities.
It is intended to provide NRR's input to the SALP review process as described in NRC Manual Chapter 0516. The review covers the period July 1,1981 to June 30, 1982.
The basic approach used for this evaluation was to first select a number of licensing issues which involved a significant amount of staff manpower.
Comments were then solicited from the staff.
- Finally, this information was assembled in a matrix which allowed an overall evaluation of the licensee's performance. This evaluation is based on staff input from eight review activities.
II. Summary of Results NRC Manual Chapter 0516 specifies that each functional area evaluated will be assigned a performance category based on a number of factors.
The single final rating was determined through integration of the opinions received from the NRR reviewers and the judgement of the project manager.
Based on this approach, the performance of Washington Public Power Supply System in the functional area " Licensing Activities" is rated category 1.
III.
Criteria Evaluation criteria, as given in NRC Manual Chapter Appendix 0516 Table 1, were used for this evaluation.
IV.
Performance Analysis The licensee's performance evaluation is based on a consideration of seven attributes as given in the NRC Manual Chapter.
For most of the licensing actions considered in this evaluation only three or four of the attributes were of significance.
Therefore, the composite rating is heavily based on the following attributes.
(1) Management involvement (2) Approach to resolution of technical issues (3) Responsiveness g.

With the exception of Enforcement History for which there was no basis within NRR for evaluation, the remaining'. attributes:of staffing and Reportable Events were judged to apply only to a few licensing activities.
However, staffing was considered as a unique licensing activity, under licensee qualifications.
The performance analysis was based on our evaluation of the following licensing activities:
Licensee Qualification Containment Systems Auxiliary Systems Reactor Systems Haterials Engineering Chemical Engineering Geology / Seismology The level of licensing activity during the review period was used as a criterion in choosing the functional areas considered in this evaluation.

Management Involvement and Control in Assuring Quality The overall rating for this criterion is category 1.
There is evidence of planning and assignment of priorities and decision making seems to be at a level that ensures management review.
Management involvement was articularly evident in resolvin NRR and 1)nited States.Geolo ical. Survey-(USGS) concerns in' g the the geological and seismologica areas.

B.
Approach to Resolution of Technical Issues from a Safety Standpoint The overall rating for this criterion is category 1.
This was particulary evident in the containment systems area where the-licensee undertook a major evaluation effort to justify deviation ~
from generic resolution in the pool dynamics area.
C.
Responsiveness to NRR Initiatives The overall rating for this criterion is category 1.
Responses to NRC review questions on FSAR submittals were usually delivered within the time frame specified.
In a few cases, NRC request dates were missed due either to the quantity of effort required or to the licensee's uncertainty of the NRC request.
This was true in the geology / seismology review area.
However, the final responses were of good quality.
The licensee makes a concerted effort to be very responsive.

Enforcement History There is no basis for an NRR evaluation of this criterion.

Reportable Events At present there is no basis for an NRR evaluation of this criterion.

Staffing This criterion was evaluated by Licensee Qualification Branch and is given a rating of category 1.
The licensee has already filled the key and other staff positions.
G.
Training This criterton was also. evaluated by Licensee Qualification Branch and is given a rating of category 2.
A defined training program is implemented for the licensee staff.

Conclusions Based on the evaluation of five of the seven attributes listed in the NRC Manual for a number of significant licensing activities, an overall rating of category 1 is given to Washington Public Power Supply System with regard to their project No. 2.
The licensee has been characterized by NRR as being knowledgeable, cooperative, technically competent and responsive in the area of licensing activities, i
