DIESEL GENERATOR EXHAUST TORNADO MISSILE PROTECTION FOR WASHINGTON NUCLEAR PROJECT NO. 2 We have reviewed the applicant's submittal dated July 23,1982,(Letter No.

G02-82-620) concerning the protection of the diesel generator exhausts from tornado missiles.

In a memorandum frcm O. Parr to A. Schwencer dated June 11, 1982, we proposed three alternative methods of providing tornado missile pro-tection, namely,1) have control of the bluff area and commit to having no loose materials including utility poles stored there during the life of the facility, 2) verify that the. plugging of one of the two diesel exhausts will not result in the diesel's failure to start and produce sufficient power to safely shutdown the reactor (this assumes a single failure in the redundant diesel generator system) or 3) provide a missile bariter.

The applicant elected none of these options. The applicant did state that the plugging of one of the two exhausts of the diesel generator would disable that diesel generator. Alternative 2 listed above is therefore not viable for UNP-2.

After considering the arguments put forth by the applicant, it is our position that the applicant must select either Alternative 1, control of the bluff or Alternative 3, providing missile protection to the diesel generator exhausts.
