NOTICE OF VIOLATION Toledo Edison Company Docket No. 50-346 As a result of the inspection conducted on August 1 through September 30, 1986, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, (1985), the following violation was identified:

10 CFR Part 50, Appendix B, Criterion XVI, " Corrective Action," requires that measures be established for safety-related equipment to assure that conditions adverse to quality, such as deficiencies and nonconformances are promptly identified and corrected.

The electrical control panels for Emergency Diesel Generators, the essential battery chargers, inverters, rectifiers and electrical distribution panels Y1, Y2, Y3, Y4, D1P, DIN, D2P and D2N are safety-related equipment items.

A.

Contrary to the above, on April 22, 1977, until January 10, 1986, the licensee did not promptly identify at least four deficiencies (potentiometers not locked, spray shields not installed, and two examples of door bolts not installed) in the electrical control panels for the Emergency Diesel Generators, the essertial battery chargers, inverters, rectifiers and electrical distribution panels Y1, Y2, Y4, DIP, DIN, D2P and D2N.

Contrary to the above, from January 10, 1986, through May 5, 1986, in two cases (potentiometers not locked and one example of door bolts not installed) the licensee did not promptly correct the deficiencies described in "A" above in the essential battery chargers inverters, rectifiers and electrical distribution panels Y1, Y2, Y3, Y4, D1P, DIN, D2P and D2N.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:

(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
