Docket !10. 50-397 He have reviewed the coments in the second paragraph of the referenced neno and offer the following response for inclusion in the FES:
The 1.HP-2 site is located just upstream of the site of the proposed Cend Franklin dan. Although the Ben Franklin Dan site has been studied by the U.S. Amy Corps of Engineers, it is not an authorized project, llowever, even though the Ben Franklin Dan is not an authorized project, the applicant has considered the effects of its construction with respect to 1.HP-2.
The effects of Ben Franklin Dam were considered in the design basis flood analysis, which involves breaching of the Grand Coulee Dan and in the analysis of the design basis groundwater level. These are considered as safety related topics and will be addressed in the Safety Evaluation Report (SER) that is to be published in February 1932.
Attached is a revision to be inserted in Section 2.3.1 of the FES.
