SUBJECT:
REVIEW 0F PDES MATERIAL FOR WitP-2 (DOCKET t10. 50-397)
I have reviewed Sections 4.3.1, 5.2, 5.7.1, 5.7.2, 5.7.3, and 5.7.4 and have no connents on their appropriateness or quality. Section 4.3.6 is also accept-able with the exception of 4.3.6.1, Demography. The staff has asked the Applicant to reconcile widely divergent population statistics; at this tirr.e. the Applicant has not responded to flRC's request. Until we have an official response, the material on demography cannot be adequately supported. Sections 4.3.5 and 5.6 on cultural resources were submitted to fiRC by S. A. Curtis of Argonne. I edited Section 4.3.5 and rewrote Section 5.6; both Sections are attached.

m 4.3.5. Historic and Archaeologic Sites
~
Since the FES-CP was issued,12 local properties, sites, and districts have been listed in the National Register of Historic Places. Those sites, listed in Table 4.3.5.-1, are principally resources of archae-ological importance. Six National Registry properties are within the boundary of the Hanford Reservation. The following discussion updates the information prese'nted in the FES-CP, and is part of the basis for the staff analysis presented in Sec. 5.6.
i Ethnographic settlements of the Wanacan Indians are reported to have persisted in the area until the establishment of the Hanford Atomic Works fn 1943 (Ref. 1).
In earlier eras, fur traders and wagon trains passed through the area that now constitutes the Hanford Reservation, and several historic homesteads may have been located there (Ref. 1).
An archaeological survey was conducted on a portior, of the 650 square mile Hanford property by foot and automobile (Ref.1).
In all, 26 archaeological sites and three resource localities were identified, including campsites, flaking floors, fishing stations, and a historic site.
Information available in the National Register (see Table 4.3.5-
- 1) indicates that several archaeological districts are located on the Hanford property near the plant site. The district closest to WNP-2, the Wooded Island Archaeological District, is about 3 km (2mi) south of the intake structure; the plant's cumphouse will be visible from the north end of the district.
en-r e
On August 19, 1972, another survey was made of the area where the WNP-2 reactor was to be constructed (Ref. 2). An exploratory trench was dug in the construction area, but no cultural-historical structures or features were reported (Ref. 2). However, evidence of prehistoric activities was found dJring archaeological reconnaissance in the pump-l house construction area, and several test trenches were excavated (Refs. 2 and 3). Cultural materials were encountered in one trench, and these materials were interpreted as being the floor of "a campsite used by small groups of prehistoric peoples over the last few hundred years" (Ref. 3) Archaeological sites are known to be within 120-150 m (a00 to 500 ft) of the WNP-2 intake pumahouse (ER, Sec. 2.6).
Follow-inn archeaological investigations the apolicant's consultant recommended that no further work be done at the pumphouse and water intake construct-ion site (Ref. 3).
5.6 HISTORIC AND ARCHAEOLOGICAL SITES The operation of the station will not result in any significant imoact to known historic or archeaological resources located either on or off the site. The state of Washington Historic Preservation Offices has indicated that the Wooded Island Archaeological District would not be affected by the operation of the WNP-2 pumphouse and water intake facility (Appendix G). The archaeological sites not on the National Register which are located 120-150 m southeast of the pumphouse will not be dis-turbed by the operation of that facility.
