Exercise Submission Dates In accordance with the milestones outlined in the referenced letter, Nebraska Public Power District (NPPD) is hereby submitting the exercise objectives for the 1986 Cooper Nuclear Station Emergency Preparedness Exercise which has been scheduled for September 24, 1986.

In developing the objectives for the 1986 exercise, we have attempted to address arens which will evalunto the capabilities of the NPPD Emergency Response Organization ns well na the lessons learned from the 1985 exercise.

The objectives provided herein were developed in conjunction with the states of Nebraska, Missouri, Iowa, and Kansas and are believed to represent exercise arens which will satisfy the intent of 10CFR50.47, 10CFR50 Appendix E and NUREG 0654, FEMA-REP-1, Revision 1 The objectives defined for NPPD are listed in Attachment 1: and, those defined for the states of Nebraskn, Missouri, Iowa, and Kansas are listed in Attachments 2, 3, 4, and 5 respectively.

Demonstrate the activation, and operation of emergency response facilities, including the Control Room, Technical Support Center, Operations Support Centers, Emergency Operations Facility, Media Release Center and General Office Emergency Center.

2.

Demonstrate the reliability and effective use of emergency communications equipment and procedures.

3.

Demonstrate proficiency in recognizing and classifying emergency conditions.

4.

Demonstrate the notification of Federal State, local, corporate, and plant emergency response personnel.

5.

Demonstrate the ability to coordinate the available emergency response resources of NPPD, State, and local organizations..

6.

Demonstrate the ability to perform dose calculations utilising radiological and meteorological information to determine the magnitude of, and for continuously assessing the impact of, the release of radioactive materials to the environment.

7.

Demonstrate the continuity of authority and transition of responsibilities between emergency facilities as a result of escalating accident classification.

8.

Demonstrate the ability to formulate and make protective action recommendations to protect plant personnel and the general public based on plant conditions and/or field monitoring information.

Demonstrate the capability to obtain and analyse samples utilizing the post-accident sampling system.

Test the Cooper Nuclear Power Plant Emergency Plan to include:

1.

Interface with offsite government agencies.

2.

Initial notification to State government.

3.

Coordination of dose assessment activities for Plume and Ingestion Emergency Planning Zones.

4.

Public warning interface.

5.

Jointly conducted public information.

6.

Recovery and reentry activities.

B.

The following State support capabilities as listed in the Nebraska Radiological Emergency Response Plan for Nuclear Power Plant Incidents will be tested.

1.

State EOC (Lincoln) a.

Mobilisation and staffing of control centersg decision-making and coordination; and, use of displays.

The State Field Command Post will be propositioned at the Cooper EOF.

If plant scenario permits, test relocation.of State Field Cosmand'. Post: to support local government implementation of appropriate protective actions.- (FEMA Objectives 1, 2, 3, 4 and 5) b.
