Subject:

Resconse to NRC IE Bulletin 86-03 This letter provides Detroit Edison's response to Reference 2.

NRC IE Bulletin 86-03 requested Detroit Edison to evaluate Fermi 2's vulnerability in the miniraum flow recirculation line of any ECCS pumps that could cause a failure of more than one ECCS train.

There are no air-operated valves in the ECCS minimum flow recirculation system capable of causing ECCS pump failures at Fermi 2.

In addition, no single failure mechanisms have been found in the minimum flow controls or valves, which would lead to a common mode failure of the safety injection Systems.

This is Detroit Edison's final report on this item.
