SiisiInimumpur MEMORANDUM FOR:

F. Schauer, Chief. Structural Engineering Branch, Division of Engineering S. Pawlicki, Chief, Materials Engineering Branch, Division of Engineering FROM:

B. J. Youngblood, Chief Licensing Branch No.1. Division of Licensing

SUBJECT:

REVIEW OF THE PROPOSED RES0ltfTION OF DEFECTS IN THE WNP-2 SACRIFICIAL SHIELD WALL This memorandum is intended to clarify the intent of my previous memo dated November 20, 1980, on the same subject. The portion of the August 19, 1980,.

submittal by WPPSS attached to my previous memo is intended by(SSW).

the applicant to apply to all portions of the WNP-2 sacrificial shield wall Specifi-cally, the weld defects which WPPSS proposes to leave uncorrected occur anywhere on the SSW not just in the vicinity of the construction joint at elevation 541. This would involve, for example, welds which are undersized by 2S% below the applicable code.

I do not believe we wish to grant such blanket relief as requested by WPPSS without further documentation and justification. The fundamental intent of my November 20th memo and this one, therefore, is to elicit either your approval of the attachment to the November 20th memo or to have you develop a set of questions and/or po:;itions.

One example of this latter approach is to require WPPSS to correct all visual defects in accordance with the applicable welding code or, alternatively, have them justify each specific deviation from the code. Since our resolution of this matter may pace the critical path in the construction schedule of WNp-2. I request that this matter be promptly reviewed.
