WPPSS-UNP-2 ENFORCEMENT ACTION RCI has reviewed the licensee's response to the Motice of Violation, and the Region V critique and draft response. We believe that the Region's critique is valid, and that the iesponse is generally approariate.
During a discussion' with ELD shortly after receipt of the licensee's response, it was stated that some of the licensee's arguments for mitigation aopeared to have legal enerit. Region V has found, and we concur, that none of the licensee's arguments appear' to have technical merit. You may wish to clear this with ELD.
In one instance Region V-found that the licensee *s record date for approval of certain contractor procedures was in sharp disagreement with dates on copies of the relevant proceduras in possession of RV. Telephonic discussion with licensee personnel disclosed that it was Leckenby's practice to issue all versions of a given procedure as "Rev. 0" until final approval was granted, and then "Rev.1" would be issued showing dates of final approval.
Region V has requested that the licensee file an amended resconse, addressing this and other points of variance. The amended. response is scheduled for Aagtst. 7.
In light of this information, obtained by teleohone about 2 Ri august 4, you may wish to defer action pending receipt of the amended response.

POSSIBLE YOUf!G FAULTS - WilP2/PUGET POWER HEW SITE (HAUFORD) l On April 19, 1980 we were inforned by telephone conference call jointly by WPPSS and Puget Power Co. of the discovery of possible young (capable) faulting near Gable !!ountain, Washington. These faults are located between 9 1/2 and 14 niles, respective 1ye fron W::P-2. The projection along strike could bring then closer to the. site. These faults were identified by Golder Associates, consultants to Puget Powcr. The USGS was included in the conference call.
Further trenching is underway and the nost opportune time for a site visit is expected to be the first week in October. This discovery could lead to a modification in the understanding of the tectonics of the I
area and Icad to nore extensive review.

The neolonic situation. Several faults are known 'to occur on Gable Mountain.
The faults defom lava flows, which underlie the mountain and the entire Hanford Reservation, but they were thought to be millions of years old and therefore not capable. Golder re-studied the trenches on Gable Mountain that had revealed the ancient faults and noted that glacial meltwater deposits, sands and gravels, overlying the faults may have been affected by the faults.
Evidence was ambiguous, so new trenches were made. Without a doubt several faults were found that transect both the lava flow and.the glacial sedinents offsetting the sediments 2" to 3".
Similar glacio-fluvial sediments were dated at about 40,000 years old. Because.the faults developed more recently than 40,000 years ago, they may be capable faults (less than 35,000 years old).
I Also, a slickensided clastic dike was observed in a fault zone in a trench wall on Gable Mountain. Clastic dikes elsewhere in the Hanford region have been dated at about 12,000 years, or younger. The possibility.of nultiple faulting events within the last 500,000 years exists for this discovery and such rcultiplicity would also render the faults capable by Appendix A definition.

(possibly capable) faults will be found on Gable Mountain and on structurally I
and tectonically analogous mountains and hills in and near Hanford. Gable Mountain lies on a larger structure which includes Gable Butte and Untanun Ridge. Large, but as far as we now know, ancient faults exist on Umtanum Ridge. The question now arises as to whether the larger Umtanum Ridge-.3ble Butte-Gable !!ountain structure is itself a capable structure.
If it is, i
nuch larger seismic events might be associated with fault movenent on the Umtanum-Gable than would be likely to be generated by fault novenent on the smaller structure, Gable Mountain. The discovery of young faults necessitates a re-evaluation of the neotectonics and seismicity of the Hanford region.
Plan of Action. An immediate site inspection response was deened unnecessary wher. Golder assured NRC that the critical exposures in the discovery trenches would be preserved for inspection and that additional trenching is planned.
r The purpose of continued trenching is to trace the young faults or fault zones to detemine whether the faults found in separate trenches are related and to determine the faults' characteristics and patterns.
