Based upon our review, we will require additional infomation as indicated in the attachment to complete our evaluation of this one item of the corrective action plan.

121-1 121.0 MATERIALS ENGINEERING BRANCH - MATERIALS APPLICATION SECTION 121.1 The corrective action plan as subnitted does not provide sufficient information to complete our evaluation regarding the substitution of slot welds by a partial penetration groove weld. The WPPSS stated during their presentation to the NRC staff of February 6, 1980 that the American Institute of Steel Construction " Specification for the Design, Fabrication and Erection of Structural Steel for Buildings -
1970" (AISC 1970) was used as the basis for design. For construction, AISC-70 invokes the huerican Welding Society's, " Code for Welding in Building Construction" (AWS D1.0-69). During the briefing of February 6,1980, it was indicated that AWS D1.1 was the applicable code. AWS Dl.0-69 was superseded by AWS D1.1-72, " Structural Welding Code." All of these documents (AISC-70, AWS Dl.0-69, AWS Dl.1-72 and subsequent revisions) require welding procedure qualifications for weld joint designs not detailed in them. Accordingly, provide an engineering justification and weld procedure qualification for deviations from the applicable code in the following specific areas:
(1) AISC-1970 Paragraph 1.15.3 requires the center of gravity of the welds transmitting axial stress shall be on the gravity axis of the member.
(2) The joint design does not meet AISC 1970-AWS requirements, in particular, root gap, groove angle and 2.5 to 1 transition slope.
Provide a rationale for accepting these deviations from the applicable code.
121.2 The corrective action plan as submitted was incomplete in that Project Engineering Directives (PED) providing basic data and specific fabrication requirements, which were referenced in the corrective action plan were not provided. Accordingly, provide the following documents:

PED 215-W-2746 121.3 We require that the corrective action plan be modified as follows (RSP) because the performance of this weld is dependent on the soundness of existing welds.
(1) Revise PED 215-W-1604, Paragraph 12 to call out magnetic particle inspection (MT) after metal removal to prepare the joint and prior to the deposition of weld metal, including " buttering."
Include the criteria for MT inspected surfaces in accordance with AWS D1.1-80, Paragraph 9.25.2.1.
If a linear indication is proven to be a lamination in the base plate material, the require-ments of AWS Dl.1-80, Paragraph 3.2 shall apply, except that for discontinuities over 1 inch (25.4 mm) in length with depth J
121-2 greater than 1 inch shall not be cause for rejection of the plate and weld repair shall be limited to 1 inch in depth in the plate from the prepared joint surface.
(2) Modify PED 215-W-1604, Paragraph 13 to meet the requirements of AWS Dl.1-80, Paragraph 3.7 when an indication is identified as a crack.
121.3 We require that the joint dimensions be checked prior to welding (RSP) for conformance to the drawing and that you provide a description of fitting of the backing bar in the root and tolerances for backing bar dimensions.
121.4 We require the applicant to show that the material (s) used to fill (RSP) gaps in radiation shielding does not present a fire hazard due to welding during construction and throughout the life of the facility.
