PRELIMINARY REVIEW 0F WPPSS NUCLEAR PROJECT 2 SACRIFICIAL SHIELD WALL (SSW) CORRECTIVE ACTION PLAN DOCKET NUMBER 50-397 (AITSNO.F0503004)

NRC Region V letter G. S. Spencer to R. G. Reinmuth (NRC Headquarters) of April 9,1980 Reference (a) fonnulated the licensee's corrective action plan (dated March 25, 1980) for one particular item of the sacrificial shield wall (SSW). This item is the use of a partial penetration weld between SSW rings 3 and 4 with compensation for as built dimensions. This circular weld is not around the complete circumference, but it is made off24 individual segments, and the size of segments, although'approximately the same for all segments, is dependent upon local geometries. Reference (b) is proposed modifications to the corrective plan of Reference (a), emphasizing the magnetic particle inspection of the weld sites.
A preliminary review has been made of References (a) and (b). The Materials Engineering Branch (MTEB) believes that approval of the weld requirements and procedures can not be given unless the loading applied to the weld by the structure is also considered. The proposed welds are unbalanced in the structure and are replacing welds which were balanced. The acceptability of loads and stresses on this weld is regarded by MTEB as being the responsi-bility of the Structural Engineering Branch.
In addition, the corrective action plan as submitted is incomplete, the weld joint design is unorthodox and does not comply with most structural welding codes, and the performance of these welds is dependent upon the quality of previously made welds of unknown soundness.

The corrective action plan as submitted is incomplete in that Project Engineering Directive (PED) and supporting data were not furnished as follows:

PED 215-W-2749 (Weld Qualification) 2.
Qualification Test Data for PED 215-W-2749 3.
NRC 215-4884 and PED 215-W-2749 (Repair of Gaps at Shims)
I All of these items are directly concerned with the perfomance of this weldment with an excessively large root gap. The structural loads must be analyzed to assure that these roots can not be put in tension by a bending mode of loading.
In another aspect of incompleteness of information, the basic construction requirements for this structure have not been provided. Assuming the con-struction requirements were the American Institute of Steel Construction,
" Specification for the Design. Fabrication and Erection of Structural Steel for Buildings 1970" the joint design submitted would not meet the requirements as to maximum root gap and other weld joint dimensional requirements. How-ever, the joint design for simple tensile loads is such that the weld will be stronger that the members that make up the joint. The concern would be as previously mentioned, exposing the root of this joint to a bending tension load.
t Because of the unorthodox joint design and the location in the structure, the performance of these welds is dependent upon previously made weldments. The inspection requirements for these previously made welds, was visual inspection only, and no volumetric or magnetic particle inspection was performed. The essence of Reference (b) is the inspection of previous work and the recom-mendations of Reference (b) are endorsed by MTEB.
In addition to implemen-ting the requirements of Reference (b), the acceptance or rejection criteria for defects detected during magnetic particle inspection must by spedified.
It should also be made clear that magnetic particle inspection is to be per-fomed on the joint faces after metal removal and prior to the deposition of any new weld metal. The following criteria for magnetic particle inspection of prepared joint faces for these new welds are preposed:

With the satisfactory resolution of structural loads and stress, MTEB recomends acceptance of the corrective action plan when modified as follows:

The magnetic particle inspection of reference (b) are to be performed after metal removal and prior to the deposition of any new metal on joint faces.
